Title: Mechanical Commissioning Engineer

Location: USA-Louisiana-St. Charles

Job Overview:

McDermott is recruiting a mechanical commissioning specialist to support pre-commissioning, commissioning, operating procedure development and startup activities on site at the Entergy St. Charles site in Montz LA. This position will report to the site commissioning manager. Tasks include checkout and testing and record keeping of activities for various equipment and systems for power plants, in addition to system cleaning and flushing plans and verifying alignment of valves and components

Key Responsibilities/Accountabilities:

  • Provide leadership in all areas of commissioning safety

  • Perform system operations, ability to start up all plant systems

  • Perform power plant start up from DCS

  • Direct outside operators to perform plant operations

  • Implement the site lock-out / tag-out program for system commissioning activities

  • Act as the Commissioning Manager when designated

  • Interface with Construction and Turnover to obtain system readiness and projected turnover dates and provide information to Commissioning Manager

  • Provide leadership for discipline-specific commissioning activities

  • Supervise the day-to-day activities of the discipline-specific craft support group

  • Generate requests for information (RFI)

  • Track DCRs and ensure the implementation of DCNs for area of responsibility

  • Provide system enhancement feedback and design errors to Engineering

  • Ensure proper document tracking and maintenance of Commissioning procedures and data

  • Utilize Commissioning emergency program (i.e. ALERT) to notify other projects of issues

  • Provide input to level 1 reviewer for employee performance assessments

  • Coach and mentor junior Commissioning team members

  • Interface with Engineering, Construction, OEM and client, as required

  • Participate in the development and refinement of Commissioning procedures, policies and practices leading to world class operations

  • Assist and support the Commissioning Manager for home office activities as required

  • Communicate real-world experiences to Commissioning leadership for refinement of operations and cost reductions

  • Communicate professionally with clients and senior project leaders

  • Attend commissioning and project meetings, as required

  • Perform work according to project budgets

  • Provide commissioning technical guidance to the project team

  • Contribute to the resolution of complex issues with other EPC teams

  • Participate in and provide input to design review meetings

  • Participate in on-site prime contract or subcontract technical discussions

  • Participate in constructability reviews throughout project lifecycle

  • Review / comment on vendor drawings and evaluate group comments

  • Review, understand, and evaluate the project specifications, procedures, and relevant portions of the prime contract

  • Perform work in field environments including elevated areas, confined spaces, outdoors, etc.

  • Perform physical activities as required (frequent walking and climbing, lifting or carrying small loads, etc.)

  • Review project drawings and provide input regarding functionality and feasibility of design

  • Assist the Commissioning leadership in systems scoping

  • Attend project meetings and design review meetings as required

  • Coordinate factory site visit with Design Engineering, Quality Control, and client personnel

  • Review and comment on factory acceptance testing procedures

  • Observe system testing at the manufacturing facility

  • Verify system performance meets prime contract criteria

  • Inspect system for fit, form, and function as outlined in procurement specification and prepare punch list as necessary

  • Audit fabrication areas, as necessary

  • Issue trip report including observations and recommendations for follow-up to Commissioning leadership and Project Management

  • Perform equipment checkout

  • Identify, prioritize, sequence, and maintain the equipment testing status

  • Develop system checkout schedule based on construction schedule

  • Coordinate commissioning activities with client operations

  • Identify (red-line) system deficiencies and drawing errors and report to Engineering for resolution

  • Identify equipment deficiencies and report to vendor or subcontractor

  • Monitor corrective actions for errors found

  • Provide input to the Commissioning Manager for schedule adherence and adjustment opportunities

  • Participate in walkdowns during system release from construction to commissioning

  • Identify construction and engineering enhancement opportunities

  • Review and comment on system turnover packages from construction

  • Coordinate system testing activities during initial commissioning phase

  • Provide input for commissioning and project-specific testing guidelines

  • Ensure testing is performed per standard practices and document test results

  • Initiate and manage troubleshooting of testing problems

  • Identify equipment failures and report to vendor or subcontractor

  • Troubleshoot and develop work-arounds for equipment failures

  • Ensure the resolution of testing problems

  • Observe construction testing activities (e.g., hydro testing, continuity check-out, meggering, etc.)

  • Protect equipment and alert personnel in the event of abnormal operation or failures

  • Collect and maintain specialized test equipment from OEM and custom tools and transfer to client as required

  • Provide hands-on training to client operational support per prime contract requirements

  • Provide on-the-job training to internal support staff as required

  • Document deficiencies and the resolution of each deficiency

  • Provide information necessary to support turnover and for input into the System Turnover Software

Basic Qualifications:

  • Degree preferred

  • 10-15 years experience

  • Able to travel for assignments to project locations and work scheduled overtime as necessary
